Three structural facts that do not appear in the offer

Doha is the Gulf destination UK & European-trained clinicians research least and, on the numbers, misjudge most. Three points shape the whole comparison.

1. Qatar has no VAT

Alone among the destinations we place into, Qatar imposes no value added tax and no sales tax. A 5% rate is expected under the GCC framework, but no date has been set. Compare that with Saudi Arabia’s 15% and the UAE’s 5%, and the effect on discretionary consumption over a three-year appointment is not trivial.

2. Family health cover is the employer’s, and cost-sharing is illegal

Law No. 22 of 2021

A Qatari employer must arrange health cover for the employee and for the spouse and up to three children under eighteen. Article 13 prohibits salary deductions and cost-sharing — the full premium sits with the employer.

Cover must be active before the work residence permit is issued, and residence permits will not renew without it. Only MOPH-registered insurers qualify; an international plan issued elsewhere in the GCC does not automatically comply. Penalties reach QAR 30,000 per uninsured employee, QAR 60,000 on repeat, plus a work-permit freeze.

Set that against Dubai, where dependant cover is the sponsor’s personal cost at AED 18,000–30,000 a year, and against Abu Dhabi, where the employer funds half. Qatar is the most protective of the three, by statute rather than by negotiation.

3. The rental market is falling, not rising

ValuStrat data for Q2 2026 puts the median Qatar apartment rent at QAR 5,600 a month, down 4.3% year on year, and the median three-bedroom villa at QAR 12,250 a month — roughly QAR 147,000 a year, down 5.7% year on year. Landlords are additionally offering grace periods and utility-inclusive leases, so net effective rents have fallen further than asking rents suggest.

A clinician arriving in Doha in 2026 is negotiating from an unusually strong position. That is the opposite of the Abu Dhabi and Riyadh markets, and it is worth knowing before the first viewing.

Where clinicians actually live

Compound bands across the 2026 market: budget three-bedroom QAR 12,000–15,000 a month; mid-range QAR 16,000–22,000; premium QAR 23,000–35,000. Compounds bundle 24-hour security, maintenance, pool, gym and playground into the rent; standalone villas do not.

The practical split for a clinician family: the Pearl, West Bay, Lusail and Msheireb for apartment living with short commutes and urban amenity; Al Waab, Ain Khaled, Abu Hamour and Al Gharrafa for compound villas at materially less per bedroom, with the schools inside the same belt.

Doha is compact. The Sidra–Education City–Aspire axis and the western compound belt form one coherent cluster; The View and the Pearl form another on the northern corridor. Very few Doha commutes are genuinely long — which is part of the city’s case.

Schooling — and the policy that just changed

MOEHE School Fees Policy, announced June 2026

Qatar’s Ministry of Education and Higher Education has introduced a formal fee-regulation policy, piloted for 2026–27 and in full effect from 2027–28. Its terms are unusually parent-favourable:

  • Eighteen months’ advance notice to parents before any approved increase takes effect
  • Schools may only apply if licensed three years or more, at 65% enrolment or above, and with no increase in the previous three years
  • Any approved increase above 5% must be spread across two consecutive years
  • Approval is keyed to inflation, operational cost and academic performance quality — not school discretion

The pilot round tells you how tightly it is being applied: 99 applications, 54 approved, 22 rejected — and several approvals at 0%.

Add the recurring extras: annual capital charges of QAR 5,000–14,600 depending on school and phase; registration QAR 3,000–4,163; application QAR 500–1,190. Sherborne Qatar is single-sex from Year 7 upward — a structural point worth checking against your children’s ages before shortlisting. Park House is the lowest-cost premium British option in the market by a wide margin.

The Doha schooling proposition, stated plainly: upper-year fees at the most expensive school in the city are roughly £16,200. In Dubai the equivalent figure is £22,200 and in Riyadh £23,800. For a family with two children in senior school, Doha is materially cheaper — and now sits under the most parent-protective fee regime in the Gulf.

Sponsorship, spouses and driving

Family sponsorship. Under Law No. 21 of 2015, a consistent salary threshold of QAR 10,000 a month applies for sponsoring a spouse and children, with a lower figure applying where the employer provides housing. A registered tenancy contract or employer housing letter is mandatory. Fees are modest: application around QAR 200, residence permit approximately QAR 500 per person per year, ID card QAR 100–200, medical QAR 200–400. Processing runs one to three weeks through Metrash2 or MOI service centres, and four to eight weeks end to end to a physical QID. No clinician-grade appointment we place falls below the threshold.

Spousal employment. A spouse on a family residence visa may work by obtaining a work permit through an employer while retaining family sponsorship — no separate employment visa is required, and the employer processes the documentation. If your spouse is also a clinician, DHP licensing and Dataflow verification should run in parallel with yours. We manage both files together as standard.

Driving — and a 2026 change worth noting. Fifty-eight countries are approved for licence exchange, including the United States, Canada, Australia, most European states and all GCC members. However, conversion in Qatar is no longer automatic: updated 2026 regulations mean applicants may still be required to pass certain tests, with verification through an approved driving school or the Traffic Department before fees are paid. This is a departure from the UAE, where exchange remains genuinely test-free. Budget an eye test at QAR 25–50 and a licence fee of QAR 250, valid five years.

Fuel. Premium petrol stood at QAR 2.00 a litre in August 2026, Super at QAR 2.10 and diesel at QAR 2.05 — roughly a quarter of the UK pump price.

What we could not verify

The family visa salary threshold where housing is provided. QAR 10,000 a month is consistent across every source we consulted for the standard case. The housing-provided variant is reported as QAR 6,000 by one source and QAR 15,000 by another, and the Ministry of Interior pages we attempted returned errors. Do not plan against a single figure without direct MOI confirmation.

The precise current driving-test requirement. Our source states conversion “may still” require testing under updated regulations but does not cite the instrument or specify which nationalities are affected. Confirm with the Traffic Department before you assume a same-week exchange.

Spousal work permission rests on a visa-services source rather than an MOI or Ministry of Labour publication. It is directionally consistent with post-kafala reform, but we would want it confirmed for any individual case.

Doha College’s Primary figure reconciles to the school’s per-term schedule but diverged from an independent aggregator’s annual total; reconfirm with the school. American School of Doha’s fee page does not state which academic year it covers. Qatar Academy has published 2025–26 only. Education City staff housing is allocated rather than marketed, so no public rent schedule exists — the Al Gharrafa compound figures are the closest available proxy.
