Gulf Living Guides · Net Position
A consultant on £150,569 keeps £69,700.
That is the number to compare.
UK deductions for 2026–27, Gulf cost baskets, gratuity formulas, the National Insurance change that quintupled the cost of protecting a State Pension — and the one Gulf destination with a legislated future income tax.
Reviewed August 2026. Every rate is stated with its tax year or calendar year. Nothing here is tax advice; it is the arithmetic a clinician needs before taking advice.
The comparison almost everyone gets wrong
“Tax-free” is the most repeated and least examined phrase in Gulf recruitment. It is not a synonym for “more money.” It is a statement about one side of a calculation that has four sides.
The correct comparison is net to net, adjusted for cost of living, adjusted for what the package actually covers, and adjusted for what you stop accruing. Done properly it usually favours the Gulf, sometimes very substantially. Done lazily it produces the offers that fail at month nine.
Side one: what a UK clinician actually keeps
2026–27 UK rates. Personal allowance £12,570; basic rate 20% to £50,270; higher rate 40% to £125,140; additional rate 45% above. The allowance tapers by £1 for every £2 of adjusted net income above £100,000, producing an effective marginal rate of roughly 60% between £100,000 and £125,140. Thresholds are frozen to April 2031. Class 1 National Insurance is 8% between £242 and £967 a week, and 2% above.
NHS pension member contributions for 2026–27 run from 5.2% to 12.5% above £67,669. Student loan repayment is 9% above threshold — £25,000 on Plan 5, £29,385 on Plan 2 — and 6% above £21,000 on a postgraduate loan.
Illustrative net position, 2026–27
| Role (2026–27 gross) | Pension | Income tax | NI | Plan 2 loan | Net | Retained |
|---|---|---|---|---|---|---|
| AfC Band 6 top — £48,117 | £4,715 | £6,166 | £2,844 | £1,686 | £32,706 | 68.0% |
| AfC Band 7 top — £56,515 | £6,047 | £7,619 | £3,141 | £2,442 | £37,266 | 65.9% |
| Consultant, threshold 1 — £113,565 | £14,196 | £27,180 | £4,282 | £7,576 | £60,332 | 53.1% |
| Consultant, top of scale — £150,569 | £18,821 | £46,118 | £5,022 | £10,907 | £69,701 | 46.3% |
Modelled from the verified 2026–27 rates above, assuming the NHS pension operates under a net-pay arrangement and a Plan 2 student loan. Without pension and student loan — tax and NI only — Band 6 top nets £38,164 (79.3%) and a top-of-scale consultant nets £90,959 (60.4%). Figures are illustrative and will differ with personal circumstances.
NHS England consultant scale, 2026–27 (3.5% consolidated uplift, effective 1 April 2026): threshold 1 £113,565; threshold 2a £120,249; threshold 2b £123,672; threshold 3 £135,645; threshold 4 £150,569. Agenda for Change 2026–27 (3.3% uplift): Band 5 £32,073–39,043; Band 6 £39,959–48,117; Band 7 £49,387–56,515.
A top-of-scale NHS consultant keeps roughly £69,700. A Gulf package of £150,000 tax-free is therefore not a like-for-like comparison — it sits closer to a UK gross of £300,000 before any cost-of-living adjustment at all. That is the honest headline. What follows is the honest qualification.
Side two: what the Gulf takes back
There is no personal income tax on employment income in the UAE, Saudi Arabia or Qatar as at August 2026. But several other lines matter.
Value added tax
| Jurisdiction | VAT | Effect |
|---|---|---|
| Saudi Arabia | 15% since July 2020 | Triple the UAE rate. The single most under-reported erosion of a “tax-free” Riyadh package. |
| UAE | 5% | Modest, broadly applied |
| Qatar | None | No VAT or sales tax in force. A 5% GCC-framework rate is expected; no date set. |
Gratuity is calculated on basic pay, not on the package
| Jurisdiction | Formula | 10 years’ service |
|---|---|---|
| UAE | 21 days’ wage per year for the first five years; 30 days thereafter. Minimum one year’s service. Total capped at two years’ wage. Calculated on last basic wage. | ≈ 8.5 months’ basic |
| Saudi Arabia | Half a month’s wage per year for the first five years; one month thereafter, on last wage. On resignation: nil under two years; one third at 2–5 years; two thirds at 5–10; full above ten. | 7.5 months — but 5.0 months if you resign at year ten |
| Qatar | Not less than three weeks’ basic wage per year, minimum one year’s service, on last basic wage. | ≈ 7.0 months’ basic |
This is the most common misreading in candidate-facing material. Where a Gulf offer is structured with half the package in allowances, the effective gratuity halves with it. Ask what the basic is, not what the total is — and, in Saudi Arabia, note that resigning at year ten costs you a third of the award while resigning at year eleven does not.
National Insurance — the change nobody has priced
From 6 April 2026
Voluntary Class 2 National Insurance can no longer be paid for periods spent abroad. Class 3 eligibility has tightened from three years to ten: you must previously have lived in the UK for ten consecutive years, or hold ten qualifying years of contributions.
The cost consequence is stark. Class 2 runs £3.65 a week — roughly £190 a year. Class 3 runs £18.40 a week — roughly £957 a year. A clinician protecting State Pension years across a five-year Gulf appointment now faces about £4,800 rather than £950.
Transitional relief exists for those who applied by 5 April 2026 for the 2024–25 or 2025–26 years, pay by 5 April 2027, and apply for 2026–27 Class 3 by 5 April 2027. If that applies to you, act on it rather than reading about it.
And what you stop accruing
The NHS employer pension contribution is the largest invisible line in the comparison. A consultant leaving the NHS gives up an employer-funded defined-benefit accrual that has no Gulf equivalent; gratuity is a severance calculation, not a pension. Any honest model has to price a private replacement, and most candidates do not.
Side three: what things actually cost
The private families we work with require clinicians who relocate alone: every role is live-in and single-status, with accommodation provided within the residence. The figures below are your personal running costs. Monthly figures unless stated, converted at August 2026 rates.

Remaining lines from Numbeo aggregates updated 15–19 August 2026 — crowd-sourced, indicative, and not official statistics. UK utility context: the Ofgem price cap for 1 July to 30 September 2026 stands at 26.11p/kWh for electricity and 7.33p/kWh for gas, a 13% quarterly increase.

| Dubai | −30.5% | −23.0% | −33.6% | −23.7% |
| Abu Dhabi | −39.0% | −33.6% | −35.3% | −41.0% |
| Doha | −41.3% | −40.4% | −40.1% | −28.4% |

Numbeo comparative indices against London, August 2026. We have deliberately omitted the “local purchasing power” index from this table: it is calculated against local average salaries and therefore says almost nothing useful about an internationally benchmarked expatriate package.
Side four: are you still a UK taxpayer?
Leaving the country is not the same as leaving the tax system, and the Statutory Residence Test is more forgiving than most candidates fear and less forgiving than some assume.
- Third automatic overseas test (full-time work abroad): non-resident if fewer than 91 days in the UK in the tax year, fewer than 31 days on which more than three hours’ work is done in the UK, and no significant break of 31 or more consecutive days from overseas work.
- First automatic overseas test: UK-resident in at least one of the previous three years and fewer than 16 UK days.
- First automatic UK test: 183 days or more in the UK makes you resident, full stop.
- Sufficient ties tighten as UK days rise: for someone previously resident, 16–45 days requires four ties to be resident; over 120 days, one tie suffices.
- Split-year treatment, Case 1 (starting full-time work overseas) requires all four conditions, including non-residence the following year by virtue of the third automatic overseas test.
Non-residents remain UK-taxable on UK rental income, UK wages and some pensions. If you let your home while you are away, the Non-Resident Landlord Scheme applies: letting agents must deduct basic-rate tax on net rent regardless of amount, and tenants must deduct where rent exceeds £100 a week, unless HMRC has authorised gross payment in writing. Non-residents with UK rental property must also file Self Assessment on paper or through SA109-capable software — HMRC’s online service is not available to them.
Currency: there is no Gulf currency risk, only sterling risk
The dirham, the Saudi riyal and the Qatari riyal are all pegged to the US dollar — AED 3.6725, SAR 3.75 and QAR 3.64 per dollar respectively. Your Gulf salary therefore moves against sterling exactly as the dollar does, and not otherwise. A clinician with sterling commitments — a UK mortgage or other regular payments at home — is carrying a GBP/USD position, and should say so out loud when planning.
At 19 August 2026: £1 ≈ AED 5.00, SAR 5.10, QAR 4.95.
Putting the four sides together
| Add to the Gulf side | Subtract from the Gulf side |
|---|---|
| No income tax on employment income | Saudi VAT at 15% on discretionary spend |
| No National Insurance | Class 3 voluntary NI now ≈ £957 a year to protect State Pension |
| No NHS pension contribution — up to 12.5% of gross | No employer pension accrual; gratuity is severance, not pension |
| Accommodation within the residence on every live-in appointment | — |
| Consumer prices 30–46% below London | — |
| Annual flights, relocation arranged by the family, end-of-service gratuity | Gratuity calculated on basic, not package |
| Petrol at a quarter to a half of the UK price | — |
| — | UK student loan repayment continues on overseas earnings |
Modelled properly, a senior Gulf appointment usually wins, and often by a wide margin. But it wins by a calculable margin, and a candidate who can state that margin negotiates from a different position than one who cannot.
What we could not verify
Student Loans Company overseas repayment thresholds for 2026–27. The SLC operates fixed overseas thresholds by country price band, separate from the UK PAYE thresholds used in our modelling. We could not obtain the current table from a primary source, so we have not stated a Gulf-specific student loan figure. Obtain yours from the SLC directly — it is the single most commonly overlooked deduction in a Gulf move.
Qatar’s Labour Law Article 54 primary text was not directly retrievable; the 21-day gratuity formula rests on a reputable secondary source. Gulf housing allowance conventions (the widely quoted “25% of basic”) have no statutory basis we could identify — Saudi Arabia’s Ministry of Human Resources states plainly that allowances are contractual.
Cost-basket lines other than petrol are crowd-sourced aggregates. Utility figures are for an 85 m² apartment; a Gulf villa’s cooling load is materially higher.

One tool and one conversation
Our UK versus GCC net position calculator takes a specific offer and produces a specific answer.
What it cannot do is tell you whether the basic-to-allowance split in a particular contract has quietly halved your gratuity. That is a contract question, and we read contracts for a living. Speak with us confidentially — no application, no obligation, and nothing shared with any employer without your explicit instruction.
Questions we are asked
How much does a top-of-scale NHS consultant actually take home in 2026–27?
A consultant at the top of the 2026–27 NHS England scale earns £150,569 and keeps roughly £69,701 — 46.3% — after £18,821 of pension contributions, £46,118 of income tax, £5,022 of National Insurance and £10,907 of Plan 2 student loan repayment. Without pension and student loan the same consultant nets £90,959, or 60.4%. A £150,000 tax-free Gulf package therefore sits closer to a UK gross of £300,000.
Is a Gulf salary genuinely tax-free?
There is no personal income tax on employment income in the UAE, Saudi Arabia or Qatar as at August 2026.
How is end-of-service gratuity calculated in the UAE, Saudi Arabia and Qatar?
The UAE pays 21 days’ wage per year for the first five years and 30 days thereafter, capped at two years’ wage — about 8.5 months’ basic at ten years. Saudi Arabia pays half a month per year for five years then one month, but resigning at year ten cuts 7.5 months to 5.0. Qatar pays not less than three weeks’ basic per year, roughly 7.0 months at ten years. All are calculated on basic pay, not the package.
Can I still pay voluntary National Insurance while working in the Gulf?
Only Class 3, and only if you qualify. From 6 April 2026 voluntary Class 2 National Insurance can no longer be paid for periods spent abroad, and Class 3 eligibility has tightened from three years to ten — ten consecutive years of prior UK residence, or ten qualifying years of contributions. Class 3 costs £18.40 a week, about £957 a year, against Class 2 at £3.65 a week. Five years of cover now costs roughly £4,800 rather than £950.
How much cheaper is living in Dubai, Riyadh or Doha than in London?
Consumer prices excluding rent run 30.5% below London in Dubai, 41.3% in Doha and 43.7% in Riyadh, with rents 63.5% lower in Riyadh. Petrol is £0.46 a litre in Riyadh against £1.61 in London.
