United Arab Emirates — Dubai (DHA)
The Dubai Health Authority licenses all clinicians practising within the Emirate of Dubai outside the free zones. Assessment is dossier-led: primary source verification through DataFlow, a certificate of good standing from your home regulator, and an eligibility decision that determines whether you sit an examination or qualify for exemption. Consultants holding CCT, board certification or equivalent with substantial post-certification experience are frequently exempted. The practical bottleneck is rarely the examination — it is the completeness of the dossier.
United Arab Emirates — Abu Dhabi (DoH)
The Department of Health governs the Emirate of Abu Dhabi under a separate framework from Dubai. A DHA licence does not transfer automatically. Title mapping is stricter: the grade you are awarded depends closely on your years of post-certification practice and the scope of your home registration, and downgrading is common where documentation is thin.
Saudi Arabia (SCFHS)
The Saudi Commission for Health Specialties operates the most granular classification framework in the Gulf. Clinicians are placed into a defined professional grade — Consultant, Specialist, Senior Registrar, Registrar — and that classification governs both scope of practice and the salary band an employer may lawfully offer. Because the grade sets the ceiling on remuneration, classification is the single most consequential step in a Saudi appointment. It is decided on evidence, not on job title held previously.
Qatar (DHP, formerly QCHP)
The Department of Healthcare Professions requires a complete dossier before evaluation begins, and returns incomplete files rather than processing them provisionally. Prometric examination requirements vary by discipline and by grade, with exemptions available to clinicians holding recognised UK or European board certification and sufficient post-certification experience.

Oman (MOH)
The Ministry of Health administers licensing directly, with Prometric examination requirements applying to most disciplines. The framework is less granular than the Saudi model but places corresponding weight on verified experience and the standing of the sponsoring institution.
Bahrain (NHRA)
The National Health Regulatory Authority operates a comparatively streamlined pathway, though DataFlow verification and good standing certification remain mandatory throughout.
What Determines Your Grade

Before You Submit
Grade is decided on evidence, and evidence is assembled before submission — not negotiated afterwards. Three points determine most outcomes:
- DataFlow is sequenced first, not last. Primary source verification runs on the timetable of your issuing institutions, not yours. Beginning it early is the single most effective way to compress the overall calendar.
- Good standing certificates carry expiry dates. Requesting them too early is as costly as requesting them too late.
- A downgrade is far harder to reverse than to prevent. Once a grade is issued, appeal is possible but slow, and it caps what an employer may offer in the interim.
